It's unclear how consistent volume differs, but presumably it won't change volume within the track and wreck your tunes. Unlike stable volume, which is enabled on a video-to-video basis, YouTube Music's consistent volume is toggled globally. You'll find it under the main app settings inside the Playback (or Playback and restrictions on iOS) submenu. Or maybe you won't! Google often rolls out new features to specific app versions as a server-side update. Some listeners are seeing the toggle for consistent volume on both iOS and Android, and others are not. The only thing you can do is wait for Google to complete the full rollout.
